Foreward to Manus 2000-2002

It took too long for this Plan to be completed.  Year 2000 has already passed.  We are in the second year of the Plan. The Programmes and Projects flow on from the previous Plan. Implementation of the current Plan began in 2000 when the Plan was still being formulated. The draft was completed in August 2000. The write-up was not completed until mid 2001. The 2001 Budget was influenced by the Plan.  I am fully responsible for the extended delay.

The Plan combines the initial work done by the Deputy Administrator James Pokris and his team; Deputy Administrator Gabriel Kulwaum and his team; Assistant Administrator Kule-en Hamou and his team under the direction of the Integral Human Development Committee chaired by the Administrator Simeon Malai. I thank each one of them.

The Annual Budgets of the Province from 2000 to 2002 and the Local Level Government Budgets are the vehicles through which the Plan is being implemented. The partnership of the National Government by way of the National Budget, Aid Agencies, Non Government Organizations and the people of Manus are critical to the implementation of the Plan.

The Plan provides the beacon that guides the ship of Manus through the rough seas of personnel, financial, administrative and legal challenges to provide and sustain basic services while working to implement the Organic Law on Provincial Governments and Local-Level Governments. The Annual Budgets are the tools that translate this plan into reality. Much of the work would also come from the individuals, families, groups and aid donors. Not all basic minimum needs directly depend on money. The achievement of a component of a particular basic need results in the achievement of other need or needs.

The Province's dependence on the grants from the National Government is a major factor that would continue to inhibit effective implementation of the Plan. Irregular transfer of inadequate level of funds and uncertainties about the level of funds over the Plan period questions the value of serious planning. This is a contributing factor to the delayed completion of the Plan.

The 2000 - 2002 Plan is consistent with the policy of Integral Human Development and the National Development Charter.
